Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are released from different nations. Considerable effort is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, no doubt, endure.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a total frontline collapse until situations evolve in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
